The CI of crude oil names processed at refineries in Salt Lake City constitute the
reference case. Emission reductions are calculated based on the difference in CI of higher carbon intensity tar sands and the CI of the reference case. To ensure additionality, a positive Net Present Value is required for the proposed extraction of petroleum in a tar sands project area. This avoids crediting when the resource would be left in the ground anyway.
